What is ISI mark?


To maintain the service and quality of a product is the main job of Bureau of Indian Standards (BIS). BIS allot the ISI mark to any product as third party guarantee after ensuring its quality, reliability and safety. Another job of BIS is to take action on the consumer complaints after making proper inquiry.

  • A punishment of one year or a penalty of up to Rs. 50,000 or both can be levied on the person misusing ISI mark.

ISI STANDS FOR WHAT?

ISI stands for the Product certification from B.I.S., a body set up when India gained Independence to create standards needed for orderly commercial growth and maintaining quality in industrial production. In 1986 the government recognized the need for strengthening this National Standards Body due to fast changing socio-economic scenario and according it a statutory status. Thus came the Bureau of Indian Standards Act 1986 and on 1 April 1987, newly formed BIS took over staff assets, liabilities and functions of erstwhile ISI. Through this change over, the Government envisaged building of the climate of quality culture and consciousness and greater participation of consumers in formulation and implementation of National Standards BIS is authorised by a legislation of 1986 to offer product certification. This certification programme is basically voluntary. Any manufacturer who feels confident enough that his product has the ability to meet the BIS standard can apply for product certification.

ISI Standard Mark


 With the objective of satisfying the consumer in terms of product quality, the BIS has undertaken various quality certification activities. The domestic consumer is familiar with the ISI mark on a product which is an assurance that the product conforms to the requirements as laid down in the specification. Conformity to the standard is ensured through regular surveillance of the manufacturing process, surprise inspections and testing of samples drawn from the factory as well as from the market. Fraudulent and unauthorized use of the ISI mark is a violation of the law punishable under the BIS Act.




Procedure for ISI marking

Normal Procedure - In the normal procedure, the applicant is required to submit the filled in application along with required documents and requisite fee to the nearest BIS branch office. Subsequently, after recording of the application, a preliminary factory evaluation is carried out by BIS officer to ascertain the capability of the applicant/manufacturer to produce goods according to the relevant Indian Standard and to verify the availability of complete testing facility and competent technical personnel. Samples are tested in the factory and also drawn for independent testing. Grant of licence is considered by BIS provided the samples pass during independent testing, preliminary evaluation is satisfactory and the applicant agrees to operate the defined Scheme of Testing & Inspection and pay the prescribed marking fee.


Simplified Procedure - In the simplified procedure, applicant is required to furnish the test report of the sample got tested by him in the BIS approved laboratories, along with the application. If the test report and other documents are found satisfactory, a verification visit is carried out by BIS. The licence is granted thereafter if the verification report is found satisfactory. The applicant also has the option to get the documents and other details as specified in the application, certified by a Chartered Engineer and submit the same to BIS. It is authorised by a legislation of 1986 to offer product certification. This certification programme is basically voluntary. Any manufacturer who feels confident enough that his product has the ability to meet the BIS standard can apply for product certification in two ways:

  • Submitting an application at the nearest BIS office. A BIS officer will then evaluate at the factory level, the capability of the manufacturer to produce goods according to the standards laid down for the category. Samples are tested at the factory and outside. If the evaluation is satisfactory and the product passes the tests, a licence is granted and the manufacturer can use the coveted ISI mark.
  • The manufacturer provides test reports to BIS after it gets the product tested in the bureau's labs and gets the necessary documents certified independently. BIS is supposed to check the veracity of the reports within a month and grant a licence for usage of the ISI mark.



Product Testing


BIS has established a chain of laboratories at different centres in the country for testing the conformity of certified products and also samples offered by applicants for grant of ISI mark. It also offers specialized services of calibration of test equipment and instruments and procurement of standard reference materials. They also undertake research and development for evolving speedy and effective test methods.


As a founder member of International Organization for Standardization (ISO), BIS continues to actively participate in international standardization. As a member of the ISO Council it participates in its policy-making bodies like the Committee on Developing Country matters (DEVCO), Committee on Conformity Assessment (CASCO), Committee on Information (INFCO) and Committee on Consumer Policy (COPOLCO). Besides, it also holds secretarial responsibilities of various Technical Committees and Subcommittees and maintains participation status and observer status on most of the Technical Committees.BIS is also actively involved in International Electro- technical Commission (IEC) and has participation status or observer on all the important Technical Committees.
